Where are the samples?

I have placed 6 orders in less than a month and have received 3 of them and the other 3 are still on their way. Out of the 3 I’ve gotten 2 were missing the samples. I know they can be substituted if out of stock but they weren’t there at all. Is this a regular occurrence? The fun samples are one of the main reasons I started ordering from this site. These are my first purchases.
