Vanilla Visa Gift card

I have been trying to pay for my order using a Vanilla Visa gift card. There is more money on the card than needed for the purchase. I updated and assigned a zip code to my visa gift card. I recently called sephora customer service, where they tried to rerun the card on their end, but it still didn't work and I was told that this is common for these types of cards. If this is common, why do I see others who seem to have no issue with them?

Add Card to Vanilla Card to Paypal , as the payment method, buy the sephora gc using paypal.
