VIB Rouge Welcome Kit

I am a VIB, I've been trying to get the welcome kit but it always says "Add more items or remove the welcome kit to proceed with checkout". 

What gives? Why can't I get my welcome kit?

Yep. I've been trying to get this ordered for a long time and I continuously have problems with it. I haven't been able to submit my online order and I finally just removed it from my card but it's disappointing.
