Unsuccessful Authorization

I have been trying to place an order with Sephora since 5 days now. Every time I place one, it gets cancelled by saying 'unsuccessful authorisation.' I have chatted with multiple people from the Customer Service team on the live chat and the last one even said that she had to personally authorise my account because of a billing address issue. (My first 2 orders I put the wrong billing address by mistake so they were cancelled.) But even after correcting the address and giving the details all over again via chat, my orders got cancelled. She even told me she had notated my account for me. 

After all this, I made a Paypal account and used my friend's Sephora account to place the order again with Paypal using the same card. It was again cancelled. What is the problem here? This is quite urgent as I need to get it delivered before 9th August. Does Sephora not want me spend over 200 dollars???? I have used an Australian debit Mastercard. The order number I want you to look into is .
