Unsuccessful Authorization Order

It appears that this is an issue for many. I recently made an order with the 20% off code as a VIB Member. I have seen now that the items have 'cancelled' against each one and the status is 'Unsuccessful Authorization.' I paid via PayPal which claims I have provided authorisation for the payment but funds won't be deducted until Sephora completes the order.

 

All I want is for my items to be processed and paid for and not have to make another order and be charged TWICE which also seems to be something that happens with other customers. I am a customer who is willing to purchase a decent amount on products from this site and currently, I am being blocked from doing so. Please advise how to proceed to ensure I achieve the outcome I want.
