Unable to place order

Hello! I need help with ordering my order. Once I click checkout it told me "Unable to place your order. Please verify that your card information and billing address are correct. If applicable, we have reversed any pending charges to your account." i tried loggin out and back in and i also tried to order on a different device with same account and tried a different web browser please help!!!!
