Unable to confirm payment information. Order cancelled.

I've been trying to order items from India that are to be shipped to the US and I've tried 3 times using PayPal, credit card and Amex and even though the money gets credited out of my accounts and gets debited back with the exception of PayPal.

I keep getting this error message and your customer support has been of no help either.
