Tatcha the pearl

Hi there, does anyone know if The new Tatcha the pearl eye cream is supposed to have a plastic cover/lid on the inside to cover the cream? Like those white hard plastic lids that are on most creams? When I opened mine the cream was all over the top cover of the container.
