Stand Alone Vs. SiJCP Question

Hey, I just wanted to find out if this is standard so I know not to go to another one. Today I took my niece to get her makeup done for a dance. My normal Sephora (a stand alone) was all booked, so we went to the mall JC Penney instead. The woman said they cannot put false lashes on. My artist always does my falsies, and it is in fact the only time I can wear them because I mess them up without fail. This is such an easy upsell that I was shocked. 

Also, we had a subpar experience, so that particular store is off my list. But when traveling, I'd like to know so I can plan accordingly.
