Shouldn't this be sealed?

does the rare beauty melting blush come sealed?

mine didn’t also looked like someone already opened the packaging before it was sent to me. The actual product has some marks on it too like its been touched. Please advise. There was no plastic no seal on inside product itself, shouldn't it be sealed?
