Shipping delay for 2 Business day shipping

I ordered a bunch of skincare and a sale eyeshadow palette today in the wee mornings around 2 am and because I urgently need the skincare stuff I bought, I chose 2 business day shipping which I had to pay $10.95 for. The checkout page quoted an ETA of May 20 but this morning when I checked my order status, the shipment's been delayed to Friday May 22 instead. 

I get the whole COVID-19 delay and would be a lot more understandable had I chose free shipping instead, but I did shell out extra money for that so I'm just kinda annoyed that it was not what the website had advertised. More than nothing, I just want an explanation, if this is considered the norm and whether I can get a partial refund for the shipping fees.
