Sephora visa works anywhere?

I’m sure I read somewhere that the Sephora Visa works anywhere that a Visa card works. I assumed it was true and decided to try and make a purchase elsewhere online, had a sudden need for a piece of clothing for an upcoming event, it didn’t work. It says the payment is refused. Does the card not work like a normal Visa card or what? I’m now unsure of what I read.
