Hey, I am trying to apply for the Sephora Affiliate Program that is on that website : https://www.sephora.com/ca/en/beauty/affiliates

But when I click on it, it just ask me to create my Rakuten account and then I cant find where to apply. 

Can someone help me with how to apply or talk to someone?
