Scammed Gift Card

I was recently contacted by my friend that the $75 gift card I purchased for her for her birthday had $0 on it when she went to go use it. I feel awful about this for her and for me. I spent a lot of money to gift her and then there is no money on it for her to even use. I immediately contacted Sephora to inform them and hope that they could issue me another gift card but I was given no such help. They told me to contact my bank to issue fraud. My bank is not doing that. So now I am out $75 and then some (I still feel like I need to give her a gift that she can actually use) and Sephora still got their money from the purchase of the gift card. I think this is wrong! I’m frustrated that my money was taken from me and the company is offering no compensation for a problem that they know is happening with their cards.
