Samples missing, no subs = false advertising?

Just received my order and no samples were included even though it says shipped by each item on the tracking and order. There weren't any substitutions included or a note or packing list or alternative tracking for a pending shipment. Is there a way to still request to have them sent even though they were free or will they just say sorry maybe next time?  Samples should not be offered if there are not any to send out, it is really setting the wrong expectation when a customer goes to open their order. I only purchase online for the samples as there are stores nearby,  it is a great way to try new products I may otherwise not notice or pick up.  This is the 2nd order where this has happened - I understand that they are free, but why offer things you are not going to deliver.
