Rouge Requalification Gift?

Is the requalification gift still a thing? I got the email months ago when I requalified for the year, and have completely forgotten about it every time that I ordered online or was in store. I'm placing an order soon and wanted to get the gift if it still applied!

Sidenote: Rouge has become such an underwhelming "status." Pretty sure the $1000+ I'm spending yearly to maintain my Rouge status is completely ignored and not rewarded at all. The perks have gone way downhill, and it's a little upsetting. Come on Sephora, surely you value your top paying customers a little more than this?
