Rouge Membership question

Quick question on the rouge membership.. as what I recall, we will be qualified as rouge once we brought merchandise for over $1000.

I calculated my this year's expense and it was roughly $1050 but on my profile, it says I need to spend $142 more to maintain my rouge membership, I'm curious how that was calculated. 

Does the $1000 need to be after discount? (For example I need to actually spend $1250 before discount?)

Would be great if someone could answer me.
