Rouge Hotline number please?

I cannot find a number to the rouge hotline.  I need to call customer support, I just got my order in the mail and the item I bought (Herbivore Mini Facial Oil Trio) and the Phoenix oil leaked all over the inside of the box, and as usual, there were no samples included. I know it's a busy time of year so I understand but I do rely on samples to make decisions about future purchases. Please help.  I spent 30 minutes on hold and was hung up on.
