Rouge Flash Shipping

As a rouge member I should be getting free 2 day shipping but my orders never come in 2 days. What gives? I ordered something 1/17 and it just came today 1/23. I also didn't receive any samples. There's no point in me spending my money to become a rouge member if the perks don't even work.
