Why are all of the higher points items always sold out?

When are they released and who gets notifications? They are never in stock by the time you see them

The popular Rewards do sell out quickly and currently they are posted online 9-5 Tuesday and Thurs!

I've never done the rewards (I'm saving up), but the e-mails I receive about new ones always show how limited they are (some only have 500 or so for the online ones).
