Returns no longer accepted at JCPenny Sephora stores?

I've returned & exchanged items purchased online to my local Sephora store inside JCP in the past without any problems. But over the weekend I tried to exchange a purchase and was told by employees that you are no longer accepting returns at Sephora JCP stores and that if I wanted to return something I'd need to go to a freestanding Sephora store. If so, why hasn't the new policy been officially announced or made clear on the website and purchase receipts?

It takes me 60 minutes to drive to & from my local Sephora inside JCP. The only freestanding Sephora store near me is another hour+ drive away. As a result of my frustration with the situation I ended up purchasing very little at Sephora and did most of my shopping at another cosmetic store located in the same mall. Please update your website to reflect your new policies ASAP.
