Reopen a closed account

Is there a way to reopen a "closed account," its been a few years since I've made the account and when tied to recovery email it wouldn't send anything. I think I make have closed it and just forgot. Is there a way to make an account with the same email?

Sadly, after calling Sephora it is not possible to make a new account or reopen with said email. Information given did not help with the recovery.
