Refund for shipping?

I ordered and paid for expedited flash shipping for $5.95 with an estimated delivery date for today 01/16 that never arrived on time. I feel like I have essentially paid for what could have been free flash 2 day shipping. I am not sure if there are refunds offered for this happening or not.  I figured it would ship by UPS but instead shipped by USPS.
