Promo email for expired promo?

I received an email at 10:30am for the jmlscent promo. I was thrilled because I have been waiting for just this type of promo for a purchase. However, when I tried to use it at 10:45am it was already expired. I’m super bummed! 
I called customer service and she told me this promo was days old. (Customer service was very nice.) 
Why didn’t I see it on my OFFERS or previously? Why was I emailed an expired promo? Why am I not seeing these listed? 
Why isn’t there enough for more that 15min of purchasing after a major sale?
