Prior VIB Rouge for Sale?

Do you need to be VIB Rouge prior to the sale or can you add stuff in your cart that gives you VIB rouge status and get the 20% off?

I’ve been a rogue since May of this year. I didn’t get anything about the sale. My niece got hers in the mail today. I didn’t get an email or regular mail. Why? And how do I get one?

You needed to reach rouge by Oct 31 to qualify for the sale I believe
