Primer or face moisturizer?

I recently got the new fenty beauty foundation and I've been having a problem with it looking ashy when I apply it. I have used my Elf primer and another drugstore primer. Do I need to get a better primer or moisturizer? I'm not sure what to do but, I love this foundation because it has great coverage and I am hoping I'm not going to have to buy another brand.
