PayPal transaction declined??

Hi, this is starting to get frustrating to me ordering from Sephora. I tried to place an order and I keep getting a message that reads “declined by PayPal”??? So I called Paypay right away freaking out as I thought something went wrong with my account. Turns out, PayPal told me my account is in perfect standing, there are no holds nor there is a reason for them to declined any transactions as I’m a verified user and they can see I order from Sephora all the time so it’s NOT flagged as suspicious. Especially if the order is only $33?? Just last week during Christmas, I has an unsuccessful authorization on one of my orders for NO reason at all! I was told that there was a glitched in the system by a Sephora rep and guess what??? The item is OOS??? Today it saysPaypal declined my order?? Which I called and have PayPal verified that they did NoT declined anything. Can someone let me know what’s going on??? Due to an incident in the past, I will not use another form of payment online other than PayPal.
