Order still pending + VIB welcome package canceled?

I placed an order on 1/30 and qualified for VIB status at the time. I instantly received an email that my VIB Welcome Package was "out of stock" and that I wouldn't be receiving it. (Isn't this just a coupon? Any way to send the codes via email?)

 

However, the bigger issue is that my order is still pending and several of the items are now listed as out of stock. I'm hoping I'll still receive them? But when will this order finish processing and ship out?

 

For comparison, I placed an order on January 1 (two days later) at Ulta and it shipped already within 24 hours!
