Order didn't arrive

I made an order at my local Sephora inside JCPenney on 1/3/19. it was supposed to arrive on the 7th but didn't show up. When I went to check the tracking it said if it didn't show up in 3 days to get back in contact. But but when I push the contact-us button it just brings me back to tracking again. I'm not really sure where to go from here as I've ordered from sephora.com before and my packages arrive perfectly fine but I've never ordered from like JCPenney from within the Sephora. any help would be really appreciated thank you so much!
