OnTrac makes Free Shipping a nightmare

I won’t place orders if OnTrac makes deliveries 

I ordered a package the day after Christmas, which was finally supposed to make its way to my house last week. I was home all day. I checked the status delivery only to see that OnTrac marked it delivered... as the drivers always manage to do.

I reported the incident with Sephora’s customer service. I said OnTrac has a history of claiming packages are delivered when they’ve never arrived. I requested the package be replaced as long as it is delivered by another carrier, otherwise cancel the order. A replacement order is made. I checked today, and OnTrac (as usual) claims this package had been delivered.

WTF!? How many things have to go wrong in this scenario? How is the vendor relationship between OnTrac and Sephora economically beneficial unless this is some sort of insurance scam? How can I permanently opt out of ever having my packages delivered by OnTrac!? I have never been so stressed out dealing with deliveries and customer service.
