No support for lost packages

Sephora shipped 4 of my orders together into one box. The box was left outside of my building because it was too much work for the delivery person to ring my apartment to buzz them in to leave inside the lobby. Customer service refunds me 3 of 4 orders and said the system will not allow them to refund or reship due to other instances. I’d explained my situation, the poor girl can’t help, can’t blame her if it’s a system issue. She’d asked me to email customer service and provide all details because she can’t escalate. That part I don’t get to why she can’t escalate the issue to her manager or to customer service? This is so painful and of course it is the the order that I paid the most on. So do I lose out on $98 and wait for them to say they can’t override their system? Dumb! You just lost a Rouge customer to Ulta.
