No sample on second order ???

Does sephora deliberately not give sample if someone order a second order within a week???? I just so happened to want something else so i placed another order a few days after i ordered something, and second order didn't come with the sample i selected. As a matter of fact, it didn't even come with packaging slip to show what i selected. Its like “let’s just make her forget about this”. This is the second time something like this happened and it is so disappointing that a huge company like this cheap out on samples…..
