No more VIB Rouge welcome kit?

I got soooo excited that I re-rouged today. I was looking forward to another brush or goodie for free but unfortunately I got nothing but an email saying I am a rouge member for another year! Thats it Sephora? Is this how you treat the highest tier? 
Also, my birthday was in May and Sephora didnt even offer CT birthday gift and I had to choose the boring birthday gifts that other tiers can also get! 
They recently brought the CT birthday gift and it is unfair for those members whose birthdays were earlier in the year. 
Sephora should be consistent with their birthday gifts throughout the year.
