No Free Samples In My Recent Orders

Hello, I am a long standing VIB Rouge (every year) and I noticed that most of my December orders had only one free sample enclosed. I had an order arrive today (a philosophy set) with no samples enclosed at all. I called customer service and I'm not sure if I reached the wrong department. The operator (advisor?) I spoke with had a strong accent that was difficult for me to understand. She said something along the lines of during the holiday season the distribution center runs out of samples. I am not particular about what samples I receive, as I seldom get the samples that I picked, but I still would appreciate 3 samples per purchase as advertised. If there is any remedy to the situation please advise. Thank you.
