Never received card not on account

I opened up a card several months ago and never received it. I can’t purchase anything else with it because it’s not on my account t like it said it would be and I can’t get in because I don’t know the account number. I can only pay on my account from my first purchase.. which btw- I didn’t get any of my samples or my birthday gift which is part of the reason I use Sephora’s card and products. I’m not happy. I use samples to help me determine purchases. How am I supposed to IU use my card if I can’t get help, can’t access it etc..
