Missing samples

Looks like this is a constant constant problem with this company. What's the point of offering samples if you're constantly "out of stock"?

How in this day and age, can they not keep track of sample stock by location, and depending on your shipping address, offer samples that are still available?

Maybe stores should carry these samples? Because everyone knows not every product in store can be given as a sample. And no one wants to drop $$ on something that eventually doesn't work for them.
