Missing samples

Hello! 

I recently received a package but noticed that both samples are missing. In the past, I've ignored the lack of samples but I'd at least hope they'd switch out the samples if they sold out. Its just disappointing to be told you can get free samples only to get nothing. I'm worried about my other order that hasn't arrived yet, now. 

 

Customer service chat isn't available so I was wondering who I'd go to about this.
