Missing samples

I just switched over to Sephora after shopping at Ulta for years. I have placed two orders this month and received zero samples in both despite picking them out and them appearing in my order history. Being a new Sephora shopper I was just wondering if this is normal and to be expected when placing orders? The first time I figured it was a fluke, but the second time makes me wonder if this is common.
