Missing promo gift

I'm not sure what is going on with Sephora shipping lately.  Out of the last 14 orders, I have received one of the free samples I picked.  It's annoying but understandable with orders shipping from different warehouses.  What bothers me is 5 out of the 14 orders I didn't receive any free samples with my order and twice the promo gift was missing part or the entire gift.  Sure they're free items but I specifically spent more than I planned to get the free gift.  Only Sephora couldn't be bothered to add them to my order.  I emailed customer service and got a "go to a Sephora store and get a sample" response.  We only have a small Jcpenney Sephora near me and they don't carry the items I want to try.  It's very frustrating!  It seems like there are many others that have the same issues.
