Missing multiple samples

I recently placed an order for myself and noticed its third time in a row that the samples I added to the cart while shopping have not been included in the package. I feel like with reoccurrence  of this thing I will start ordering directly with the brands.  least they do send their samples for us to try. These products on Sephora are literally the same price as these on their own websites plus these comes with the samples for sure.

How else we supposed to try samples and buy product if you can’t even get samples at the stores? 
tbh I feel like ppl are taking the samples for themselves why else wouldn’t  there be any or a replacement in your order like they used to do? Or they just don’t care anymore.
