Missing gift satchel.

I ordered the beautyblender x too faced beauty sleep set and chose the option for it to be gift wrapped in the gift satchel. When the pacakge was received, it was not gift wrapped at all. It just came in the box with some bubble wrap. 

I am very dissapointed with this. Despite paying for this option, it was not honoured. And now, it can not even be completely resolved as the person recieving the gift was the one to descover this. Please tell me what steps will be taken by Sephora to resolve this issue.
