Missing Samples

I love, love, LOVE PICKING AND RECEIVING  free samples.  I love being able to try different products without hurting my bank account. And have found many products that I repeat buy.
When I place my order I always choose my sample that of course is best suited for me & I am excited to try these products!  
I would say my last six out of eight orders, I have been missing my samples. I do not understand why it is an option to pick samples if Sephora does not follow through with giving the samples?  I have called customer service in the past by phone and while helpful, it does not solve the problem. Is this a location-based issue? Or is it a company-based issue?

The samples are a big reason why I am a repeat customer to Sephora.
