Makeup Samples In Store

I know Sephora stores stopped making samples in-store during covid but I was wondering if stores can do it now? I've gone in a few times recently and employees have refused to make me a sample due to covid. But then I've heard other people say they've gotten samples at their stores. So I just want to asked about what is the policy now since I don't want to spend money repeatedly to try different foundations and create waste by returning them to find the foundation that I like.
