Logic behind new makeup sample policy?

I can understand that Covid safety is the reason that a customer cannot test or try makeup on in the store. However, can you share the logic or rationale as to why making a few samples of foundation for the customer to take home would be a Covid risk? Sephora has always done that. It seems wasteful for me to buy a full size foundation where the color is questionable and then have to return it. This new policy makes zero sense!!!!
