Living proof 500 point set missing conditioner

I used 500 points to get the Living Proof set that comes with the dry shampoo, shampoo, conditioner, and styling treatment and the conditioner is missing. I’m super bummed because the entire reason I got the set was to try the shampoo and conditioner… also that’s now 500 points gone and I didn’t even get what I was supposed to. I sometimes wonder if returned or used products are resold to customers because this isn’t the first time I’ve ordered something (things I’ve paid for not items you get with your points) and it’s missing something or used. Has anyone else experienced these issues?
