KVD tattoo liner

I ordered the KVD tattoo liner about a week or so ago and it's awful. I have tried to leave a review but it won't let me. I have ordered this many times and it has never been like this. It arrived practically unusable, dried out. I believe it is a new formula and it just does not work.
