Issue with samples?

My previous order had completely different samples than what I requested, then my next order had a deluxe sample that was cancelled (though the site continued to allow you to add it to your order even after I got the cancellation email) and now my most recent order doesn’t have a single sample. It’s not even printed on the packing list. Meanwhile the order details online state they were shipped. Why is there such an issue with providing samples?
