I received USED makeup. How is this even possible?

I received my order today of my favorite concealer, Urban Decay, which I was anxious to receive since I ran out a couple days ago. I was really excited after waiting a week for it to ship. However, my excitement turned to shock and disgust when I opened the box and found concealer smeared around the tube with fingerprints. I couldn't believe what I was seeing at first and I unscrewed the tube and it was clear that it was missing a significant amount of product. I used a flashlight and was able to see that more that half the product was missing. I was forced to the realization that I had been sent a used product. Never in my wildest dreams would I have thought this possible. It's so incredibly gross and unsanitary, not to mention fraudulent. How? How is this even remotely possible?
