I never get the samples I request, yet they continue to be offered at checkout

The Hourglass foundation stick has been offered as a free sample several different times, and it is available now.  But, I have added it to my orders probably 6 different times and never received it.  If samples are going to be randomly selected, then just do away with the selection feature.  I have no interest in the skincare or fragrance samples that I constantly receive.  Also, I was just checking today, and I am only allowed TWO samples now.
