How do i twist up 24hr eye liner

I can't work this out. It has a plastic top so don't think you sharpen it. The end doesn't twist. 

 

If you have to sharpen the actual tip, how does it come up?

 

It's driving me crazy, surely it can't be that difficult 😡

@layergirl if you are asking about the Urban Decay 24/7 pencil or One/Size 24-Hour Gel Eyeliner Pencil, those can be sharpened using any standard cosmetic pencil sharpener.
